The U.S. government has introduced a major policy shift requiring most immigrants seeking permanent residency to leave the country and apply from a U.S. embassy or consulate abroad.
US Citizenship and Immigration Services (USCIS) announced Friday that applications to adjust status must now be processed overseas “except in extraordinary circumstances.”
The change — part of the Trump administration’s broader effort to restrict immigration — eliminates a long‑standing pathway that allowed many visitors and temporary visa holders to pursue a green card without leaving the United States.
Critics argue the previous system helped families remain together during what is often a lengthy review period. Under the new approach, some applicants who depart the U.S. to pursue a green card may face significant barriers to returning.
According to the USCIS memo, students, temporary workers, and tourists seeking permanent residency will now be required to complete consular processing through the Department of State outside the country.
